Representative Sydney has served the 66th House District since 2003. She represents parts of eastern Manhattan, including Kansas State University.
Rep. Carlin and her husband, John, have four children and 9 grandchildren. She served as a city commissioner from 1993-1996 and served as Manhattan mayor from 1996-1997. She has also been the owner of two small businesses.
Rep. Carlin has been an active community member for several years. She attends Seven Dolors Catholic Church and serves on the Fort Riley Regional Task Force. She is active in Manhattan Chamber of Commerce and served on the Kansas Board of Indigent Defense Services. She has been active in local petition drives and served as state director of a national organization known as WILL.
As a member of the Kansas House of Representatives, Rep. Carlin was instrumental in the passage of the Military Child Interstate Compact Law, passed in 2008. She was also active in an effort to get regional air service to the Manhattan airport, boosting the local economy by allowing easier shipment of goods. She is the Ranking Democratic Member on the House Committee on Agriculture and Natural Resources Budget. She also serves on the House Committees on Appropriations and Local Government.
