Delia Garcia, District 103

Biography

In 2004, Delia Garcia became the first ever Latina woman to be elected to the Kansas Legislature. At age 27, she was also the youngest female member of the body. Delia was born and raised in the House district she represents.  She represents the 103rd House District, which includes portions of central Wichita.   

Among her many honors and awards, Delia is the recipient of the Women at the Table of Power Pacesetter Award, the Wichita Business Journal’s 40 Under 40 Award and the Matt Garcia Public Service Award by the Mexican American Legal Defense & Education Fund.  In 2009, Delia was elected National Vice President of the Board of Legislative Hispanic Caucus Chairs, as well as the State Director for the National Young Elected Officials Network. Also in 2009, Wichita Magazine named Delia as one of Wichita’s Most Influential Women. She was also awarded the National Latina Trailblazer in Government by the U.S. Hispanic Chamber of Commerce & Latina Chamber of Commerce. 

Delia resides in Wichita and works as a consultant for a national marketing research firm.  Additionally, she has worked for two years as a professor of American Federal Government at Bugler Community College.  In 2002, Delia worked as the Field Director of the 4th Congressional District Race.  She also worked for the Democratic National Committee in 2000 in Los Angeles as a Field Director. 

Within the local community, Delia has worked for MANA de Wichita, Women's professional organization.  She also participated on the USD 259 Site Council of Horace Mann Middle School and Healthy Kansas 2010.  She also owns and operates Kansas’ oldest family-owned Mexican restaurant, Connie’s Mexico Café.                  

As a state lawmaker, Delia serves on the House Committees on Commerce and Labor, Health and Human Services and Judiciary.  She also served on the House Select Committee on Corrections Reform and Oversight.
