"The House GOP Tax Plan takes us down the same path as the Brownback Tax Plan, it just does so at a slower rate. That's not really a solution. State income tax accounts for half of our state general fund. If we eliminate half of our revenue - whether we do it all at once or over time - we either have to cut half of our state services or we have to find another way to pay for them. That means higher sales and property tax.

If we are going to have a discussion about tax reform, then lowering the property tax burden should be the first priority. Kansas property tax rates have skyrocketed by 65 percent over the last decade, and Kansas ranks in the top 10 of states with the highest property taxes. We don't have an income tax problem in Kansas. We have a property tax problem."
